Going through Sefy's wonderful "Classical" guide, and at what point, it reads:
How do I find that out (whether it's Film or NTSC)?Step 1d - This is an Optional Step! - Some movies may come in the Film format which is 23.976 fps instead of the regular NTSC 29.976, so you might want to enable the Force Film feature of DVD2AVI.....

Take your pick. Most any video application has the 'File Properties' menu item. Generally this tells the information about that video file and usually the framerate. One such program is Ulead VideoStudio, you just right click a video file and choose properties. VirtualDub, you load the file then click File and File Information. The framerate is displayed.
AviCodec is a good program expecially if you use Windows Explorer. It installs itself to your right click mouse button and is very handy.
Good luck. -
