  1. Ok I have an MPEG-1 (VCD) that is in this format:
    2520 Kbps, 25.0 fps, res. 480*576 (16:9), MPG1 = MPEG 1 (VCD)
    and I want to change it to:
    1150 Kbps, 25.0 fps, res. 352*288 (4:3), MPG1 = MPEG 1 (VCD)

    but whenever I try to open it with TMPGEnc, it says that the file is not supported.

    That's not a VCD. It may be an SVCD
    What program told you that info ?

  4. It's an SVCD but I want to know why TMPGEnc doesn't open it.

    An SVCD is mpeg2, you can frameserve it to TMPGEnc using DVD2avi or Virtualdub-mpeg2.
