i have capture movie, and i want the best Encoders for convert it to svcd
can any one help me?

I would recommend CCE as it's the fastest and great quality, but it can error out and is relatively unstable, at least for me on my Premiere 6 install.
LSX works flawlessly. 3.5(or the equiv Prem version) is the way to go IMHO.

I use TMPG for just about everything except from Premiere. If using Premier, use avisynth to send to TMPG, but I personally find it unstable. If you're just capturing and encoding, ditch Premiere and just encode the avi. If you're editing, adding transitions, etc, Premiere. If you're just deleting some scenes, use vdub or avisynth.
I wholeheartedly believe that TMPGEnc is the best overall encoder due to its vast array of options and reliability, even in spite of its relative slowness.
