Can Anyone help me? I just cannot seem to find the right settings for TMPenc to get rid of this blockiness(action scenes). Some are worse than others, but most are really bad..Does anyone have a template I could use? Or just tell me the settings?

What is your target? (X)VCD? (X)SVCD? Something else?
Generally the high or highest motion search precision setting is the best bet for getting rid of blockiness. Try that and also "Soften Block Noise"
Obviously higher bitrates help as well. -
Hmmm, afraid I won't be of much help. I work with SVCD. I did play around with VCD for a while and was able to get results that I didn't think were too blocky -- it just wasn't as sharp as SVCD. Try the various templates here at vcdhelp.com. Of course, if your source is already blocky or of low quality, that will influence your results as well. As an experiment, you may want to bump up your bitrate and see if it helps for playback on the computer (or DVD player if it supports XVCD).

VCD depend on the quality of the source...if its dvd then encoding at 1150kbps will give you decent results. If the source is not dvd then see if your dvd player supports higher bitrates then 1150kbps for vcds and/or vbr for vcds. If it does then user cbr at higher bitrate or use vbr.
