I've successfully ripped a 50 min DVD and have tried encoding to SVCD using TMPGenc but having to set CBR to 1900 in order to get the file size under 800mb. Problem is when I play back on the DVD player, all the movement shots (panning etc..) are very jerky. Playing the file back on the PC is fine. Any suggestions on how I can re-encode this so it will fit on an 80min CD and still look good on the DVD player?

You have two options:
1. Buy the DVD
2. Encode with CCE 2.5 (Use DVD2SVCD)

Use 2 pass variable bitrate with the average set to 1900 (if that is what you need) and max set to 2496, min set to 0. That will fit your file on same size CD, but gives it the potential for a higher bitrate in high action scenes.
