How Do I make VCD's on DVD-R's with MPEG-1 Files???

I know how to make regular VCD's on normal CD's, but I just recently bought a DVD burner and I want to make VCD's on blank DVD-R's. The files I am using are MPEG-1, 352x240, 44,100 KHz, 16 Bit, Stereo. They are actually T.V. shows recorded by my tv turner. I use adobe premiere to do all the editing (if that helps at all). I don't know if maybe I should record the shows different (different setting), or if I need to edit them with different settings, or If I just need to convert the files that I already have. If I could just convert the Files I already have that would be great.

TMPEG DVD Author will accept the original dat files and convert the audio to 48000 and create DVD files.

Do I then put the files into a VIDEO_TS folder, or can I just burn the files??

I agree, TMPG Author is the way to go.
Works beautifully.
Yes you have to buy it, but it's very inexpensive.
Especially since it does what it's supposed to do, unlike
the rest of the truly crappy DVD authoring software
out there.
I had 8 vcd episodes of a TV series (50 min. ea.), I put
all 8 of them on one DVD. No sweat. I think I even had room
left over.

TMPEG DVD Author will create the VIDEO_TS directory by default and as the other poster pointed out it is payware.

Thanks again to both of you guys. You've been very helpful. But... I just have one more question if you don't mind. I tried the software and it will allow me to do more than one file at a time which is great, but what if I want to do some files seperate? Can I just put all the files made into one VIDEO_TS folder if I want them on the same DVD? Or do I have to make up my mind first and do all the files I want at the same time??
