    i have a 24fps video and 1 2 encode to svcd so should i use NTSC or NTSC film or PAL???

    NTSCfilm if you are in an NTSC region.

    PAL if you are in a PAL region. If you go this route then you will also have to adjust your audio. There are guides covering this.
