As what Kdiddy said.
You can put Dolby Surround encoded audio into ANY stereo sound. This includes, CDs, radio, TV, audio tape, MP3s and not surprisingly, VCDs and SVCDs.
S/VCD does NOT support Dolby Digital (AC3) in any form.
S/VCD does NOT support DTS in any form.

standard practice is to downmix dolby 5.1 to dolby 2.0 pro-logic 4channel. dvd2avi will handle this for you or any number of audio apps, azid being a popular favorite

it's included in the svcd spec, but i've yet to hear about it being implemented in any dvdplayer anywhere

exactly, not only are there few apps that actually encode mpeg2 multichannel audio streams...but even fewer if any DVD players/receivers that have mpeg2 multichannel decoding capabilities...like saying can I go to the moon, do I have the ability, yes, but the possibility of acutally doing it, no.
