Getting rid of squares

I don't know how you call that, but I would like to know how I can get rid of "squares" in the image of a video. I'm talking about a DivX here, but it can be for an sort of video. Is it freezing?

"Squares" sounds like the bit rate was too low when it was encoded. If you got the source file you can probably correct this with re-encoding at a higher bit rate. If it's something you got from somewhere else and all you have is the file with the "squares" you're pretty much screwed.
