  1. I haven't found any discsusion in this forum about the quality of the output video.

Is the quality of the output video been affected by the quality of my video card during the conversion?

I have an excellent quality of ogm file. I used decompressor.exe to get it out to the readable pcm avi format, then convert it to m2v via TMPGenc Plus. After several steps, my output video seems soso. I can see the square dots on the TV screen when playing it.

    Do you know the reason?

You need to give a little more information. Things like the bitrate you used and resolution. Also the resolution of the original movie would help too.

  4. I used 9bits, fast motion search, 48kHz, VBR, 29.97fps.
The original quality of avi is like any normal avi. How do I read the description of it?

The square dots come out when I have dark scenes, dark sky etc. in the movie.

    Please help...

To check an avi's stats you can right click it and select "Properties" then click on the "Summary" tab. This method works under WinXP. Another way you can check is by opening up the file with Virtualdub and selecting "File Information".

You didn't specify what resolution your mpeg is but I'm guessing it's probably 720x480. I suspect that is the reason why it is so blocky. The blockiness that you refer to probably originates with the avi. I'm also guessing that the avi has a much smaller resolution than 720x480 which is why the blockiness isn't as apparent. Your mpeg will come out looking a little better if you encode with a smaller resolution like 352x480. Don't expect a miracle though.
