I know mpeg1 352,240 is supported as a valid dvd resolution. However is 23.976 supported?

I think the framerate and size are validated independently so there should be no issues. I know 1/2 D1 (352x480) is fine at 23.976 and I know that VCD (essentially what you are using) is fine at 23.976. I'll guess that it will be ok on a DVD as well.

Unfortunately the answer is no. mpeg1 is only supported in the DVD standard if it is encoded at 29.97fps.
If you must author these as a DVD, as opposed to just making them VCDs, then you have three options. 1) You can encode to mpeg2 and keep the same resolution and framerate. 2) You can telecine that mpeg1 file (3:2 pulldown filter in TMPGenc's advanced tab) to 29.97fps and keep it mpeg1. Or 3) you can try to change the video stream's file header to mpeg2 and then apply the 3:2 pulldown filter via pulldown.exe. Obviously this will be non-compliant and proper playback will not be guaranteed on any given DVD player.
My suggestion is to just author these as VCDs. Anything else and you are either going to sacrifice quality or compatibility, or both.
