I have a NTSC movie that I wish to convert from 30fps to 24fps and then to 25fps. How do I do this without loosing much quality?

If its a DVD that you have most DVD player will change NTSC to PAL so you really do not need to do any thing. IF you still want to encode there are guide's on this site TMPG is a program you might want to start out with. If you have a ATI AIW you can capture NTSC to PAL so you can do it in real time.

The reason I don't want to use a dvd player to convert, is because it is verry jerky.

I have played PAL DVD's on my APEX JVC and Pioneer to NTSC and they seem fine. Some DVD players from what I have read do a better job at changing NTSC to PAL and PAL to NTSC.
