Converting from divx 23.976fps to dvd 25fps

I have question about converting 23.976fps to 25fps.
Most moovie is 23.976fps divx or xvid, and I want it convert to DVD PAL 25fps.
I convert with Tmpeg enc, picture and audio i greeat but when I watch
moovie the picture every 1 second make a little break (have little step) and that is only when convert 23.976fps to 25fps and when divx is 25fps
everything is OK.
My output format must be PAL (I cant watch NTSC).

Follow these steps:

• Extract audio using GoldWave: Open AVI in GW, Save.
  Change the framerate of AVI using AVIFrate to 25 fps
  Make the wav shorter (in time), either with GoldWave TimeWarp function, or using WavWorks. (Factor is 23.976/25=0,95904)
  Encode using 25 fps AVI as video source, shorter WAV as audio source.

Convert it to 29.97 fps in tmpgenc and it will automatically select 3:2 pulldown. This will then play without the jerk.
