  1. I want to view the CUE/BIN file I created before I burn it to VCD so I can isolate the cause of the bad quality that results from creating the CUE/BIN from a normal MPG movie. What program can I use to play that?

There is a program called Daemon Tools, that allows you to mount the bin/cue image as a "virtual cd-rom", See http://www.daemon-tools.com/daemon_tools.htm
By the way, if you create a bin/cue image from a MPG movie without re-encoding, the picture quality of the VCD should be exactly the same as the original MPG.

  3. There is a program called "daemon tools" that will allow you to mount CUE/BIN images as additional cd drives on your PC. You can then use a software DVD or VCD player to play your "VCD" as if you actually had a physical disc in the drive.

  5. Well see, that's exactly what confuses me. I have an MPG file that works beautifully. Then I convert that MPG to an BIN/CUE and burn it with FireBurner, and the quality is just horrible. The video and audio almost sound "scratchy", like everything is running just a touch under the normal speed and just was unwatchable. I burnt it with FireBurner... so I'm trying to figure out if it's my media (which works for normal VCD files), if it's the FireBurner software (since it's the first time I've used it), or if it's the TSVC program I used to create the menus, or if it's the VCD player just having a problem with menus. Guess I'm going to have to play with it more unless someone here can offer me some advice.
