Changing TMPGE Wizard templates

Anyone know how to change the templates that TMPGE wizard uses? I use the NTSC DVD template in the wizard and it only allows me to set the maximum bitrate to 8K. I mostly watch war movies and according to Lord Smurf's site it is ok to bump the maximum bitrate up to 9K for movies with a lot of action. When I manually make the change it resets itself back to 8K. I would like to see if I can stop it from doing that.

Start TMPGenc by not using the project wizard. Hit the "Setting" button in the lower right corner and adjust all of the values to your liking and hit "ok". Then hit the "Save" button and call it what you like. Just make sure it saves in the "Template" folder in your TMPGenc directory.
