What format should I convert a DVD to, in order to be able to edit it with Adobe Premiere? I tried Divx and Premiere had the 'illegal operation' error.
Any suggestions by the experts in this field?

The best format to edit would be anything that has little to no compression if you have the disk space to handle it. Try Huffy or DV. Divx is highly compressed, as well as mpeg so those are bad choices.
