Removing yellow from old VHS

I'm currently using Premiere Pro to capture old VHS home videos (some as old as 23 years). Unfortunately, there are several diagonal bands where the video is sort of greenish-yellow throughout tape, probably due to its age. Any color settings I adjust affect the entire frame, so I'd imagine I'd have to do that on particular sections. Does anyone know of any way to at least reduce this? Can I create a mask or something to filter only parts of each frame? If I could, it would probably take a million hours as the bands sometimes move or they're hard to see.

Any suggestions are greatly appreciated, though.

I do Ulead Video Studio has an overlay function where you can create a band and lay it over the video and adjust the transparency.

Thanks for the help, Tommyknocker, but I don't suppose you know any method in Premiere? I've already invested in this, and don't really want to buy another program.
