First off, how can I tell the type of file I have. If its mpg or mpeg how can I tell if it is VCD, SVCD(mpeg-1/mpeg-2)?
Also if I have a file such as a resolution lower than SVCD(480X480) is it worth converting to SVCD resolution before burning? Lets say the resolution is 352X288, is it pointless to burn to SVCD? Should I just burn to plain old VCD?

never go up/higher in resolution when converting.... 352x288 IS vcd resolution. G_spot or virtualdub (mod) will tell you all about your file.

352x288 is PAL resolution.
if it not already PAL VCD compliant, that's what i would convert it to.
it's always best to convert it to the same resolution, or the closest.
when you convert to a higher resolution, you may distort or pixelate the image. however, if you convert to a lower resolution, you may (obviously) lose detail. so you have to decide which you would rather go with.
so, your file would go good as a PAL VCD. however, if you really want to put it on a super-vcd, and you have TMPGEnc, i would suggest encoding the file in "long-sustained format" aka CVD. (352x480 or 352x576PAL)asdf
