They can help with the quality of low bitrate movies. 1CD rips usually benifit the most from it. But it can cause some unwanted blocking in darker areas. 2CD rips don't need it at all. If you are really pressed for bitrate, go for it, but it really slows everything down.

Oh yeah, and what they do is use less bitrate for areas that your eye cant see as well. ie dark and light areas.
