    I keep noticing on other sites people talking about TMPGEnc version 2.59.47. I'm using TMPGEnc 2.521.58.169 and I thought this was the latest version out. Are those other people just dropping the 521 or it this a whole different TMPGEnc than what I'm using???

    Look at it this way. They are using version 9.47, and you are using version 21.58.169. So, in eessence, you are about 12 revisions ahead of them. It is just the way TPGEnc labels its versions.
