I have an .avi video source, with a FPS of 25 with resolution of 720x288
I am correct in saying that is video is PAL and when resizing i should resize to 720x576.

O' One more question if this is source is in fact PAL, when burned to a dvd it will still play on an American tv correct?

Yes PAL is 720*576. However you need to maintain the aspect ratio. If encoding with TmpGenc, use video arrange method Centre screen (keep aspect ratio) and source aspect ratio of 1:1 (VGA)
A PAL DVD will play fine on nearly all US DVD players. Unfortuantley it seems few US TV's accept PAL input and display such signals in B&W. Only by trying will you find out if this is true in your case.
