Not sure about the first part of your problem, but if the line from your VCR capture is a thin line at the top of the screen it is caused by 'head switching' in the VCR. The computer monitor will show it, but a tv uses overscan, so it is not visible when shown on a tv screen.

REDWUZ...that line is not at the top of the screen
Its at the BOTTOM...Its the last 21 lines to make up 525 scan lins that does it in NTSC... Some pro decks don't even write the vertical interval..preferring to clock in picture freely and "reinvent" their timebase upon output from the DECK...These are build in timebase correctors...
Now if you encoded incorrectly you might possibly shift the HEAD SWITCH to the top but I doubt it!

Since Cory hasn't posted any information that would help us fix his problem (COMPUTER SPECS, DRIVE SPEC, etc), I'm guessing in the dark, but here goes:

    Possibilities
1.NEO DVD makes bad files (with blocky pixels in them) if your computer is less than 1 GHZ and less than 512MB ram
    2. Your external hard drive is USB 1.1 ..No good for VIDEO!

I am using the 2.0 version it goes into my laptop the picture is fine. It's just the moving lines at the top.I have it hooked into the back of my laptop. My external hard drive is Fat32 and my hard drive in my computer is NTFS.Would this make any difference why I can't watch my files on my external hard drive.I have to take the files from my exteranl hard drive and put them on my computer to watch them.I got a 1.1 external hard drive. It works fine with videos I dowload off the net.Its just when I do it with neo dvd usb 2.0 for my laptop.

So you don't tell us how fast your system is but look at this
Your PC must have a 2-gigahertz or faster processor
I only though you used NEO PLUS..so I said 1gig
Lines from the top..YOU"RE SURE they're not out of TV safety at the top?
Also, older Video For Window applications allowed you to shift the input signals HORINTAL PHASE by click stops right or left as well as VERTICAL adjustments --just click the inputted picture two or three clicks up or down....
I'm sure they've dumbed down this utility , however..it it might still exist in a sub setting window...
Also, a time base correction unit between TAPE and COMPUTER would adjust any problem ($$$)
Otherwise, Lines missing from the top could be fixed in POST if you use a crop..If you're not missing frames that is..If you're missing frames....capture with a differnt device

You must make sur that the NEO Program works to capture to the internal hard drive..
If you capture to a 1.1USB drive, the STATE OF THE ART quality of your FAST processor is wasted..

And it might even cause the problem you are looking at trying to fix
the"strange kind of moving line at the top of my screen " might be because the MPEG files you make with NEO are needing much more speed than any of the downloaded stuff (and should only be on intenal drive)
