Please read, i need help

[I NEED HELP]

I am really confused.All I have to do to put an avi file into vcd format is convert it to mpeg using something like zing mpeg encoder in the right frames/sec and with the right audio and then burn it to a cd with nero? Is there more. Do i have to capture the video? I have a capture card. Do i have to take that step? Somebody please reply. Thx
