  1. I have a MPEG file that was endcoding to be burned to SVCD. I want to take that file and encode it at a higher bitrate so I can burn it to dvd, but I can't get TMPGEnc to open any MPEG files. Is there some kind of plug in that I need, or should I try and different video encoder?

    How about SVCD2DVD? No, TMPGEnc can't take mpeg2 as input natively, but if you install PowerDVD (even trial will do!) it will. There's a plugin for this too - look under tools.
    There's nothing wrong with the bitrate of a SVCD mpeg - it's the resolution that has to be fixed to make it DVD compatible.

  3. With the resolution of SVCD movies not being as good as the resolution of a DVD movie, is that why sometimes when looking at SVCD, the picture will get a little fuzzy for like 3 secs? Or is that the bitrate?

    It's a combination of both. SVCD can have up to 9,4 bits/pixel/sec, while DVD can have up to 23,6 bits/pixel/sec. This sure makes a huge difference, together with the increased resolution.
    But there's nothing gained in reencoding a mpeg at a higher bit rate - the quality that once was, is lost forever. In fact, every (mpeg) reencode introduces additional decrease in quality, no matter what bit rate is used.
