I am trying to convert an NTSC format AVI into a PAL DVD using TMPGne, I first split the audio using Goldwave but I am unsure whether to make this file PAL or NTSC if I am going to use it in TMPGne for the encoding.

If the AVI is NTSC, I suggest you try a NTSC DVD. Most PAL equipment handles NTSC quite nicely.
Otherwise, you have to (after extracting the wav) increase the AVI frame rate to 25 fps with (You guessed it!) AVIFrate, and make the wav correspondingly much shorter (GoldWave timewarp effect or WavWorks) before encoding. The factor is of course 23.976/25=0,95904

toast won't do wav, so using mpg file instead of m2v file gets round that?
