I am learning how to use TMPGenc and there's an option for noise reduction. But I'm not sure what noise is.

"noise" in video generally refers to artifacts and color speckles in the image.
for example, if you film a blue sky, but on your capture there are bits of red & green mixed in with the blue, that's noise.
or you capture from a vhs, and there's static from improper tracking, that's noise.- housepig

Well noise applied to audio can be defined as
Sound that is loud, unpleasant, unexpected, or undesired.
These definitions transfer pretty well to video noise.
Types of video noise -
Noise = something obnoxious that displeases the senses.
In audio, it's crackles, pops, hiss.
In video, it's specs, tracking problems, etc.

Sattelite artifacts/macro blocks , generally speaking, can't be filtered out.
