If I'll be able to capture from a sony pal camcorder to my pc, will I be able to view or play captured file(pal format) in my computer? if so, what tool should I use to view it on my PC?

Is the SONY PAL camcorder a digital model (either Digital8 or DV) or is it analog such as 8mm or Hi8 etc?

NTSC or PAL is only relevant if you want to output your video on a TV screen not on a computer monitor !!!!.
The best player for your captured program will depend on your capture format. As a strating point, you can always try windows media player which will play most format.
And yes, most TVs in Europe are multisystem PAL/NTSC, PAL/NTSC/SECAM, unlike here in the US. -
Thank you very much guys for the help. I think its an analog camcorder. I'll be using my WINFAST2000XP TV TUNER CARD and ULEAD VIDEO 7 for capturing. Is it just fine?

If I successfully capture said footage and able to view it on my pc my next inquiry is :
I have a graphics card that supports tv out. Will I be able to view(captured footage still on pal format) it on an ntsc television connected to my grahics card's tv out.
