I WANT TO RE EDIT, PUT SUBTITLES ETC TO SHORT FILMS I HAVE ONLY ON DVD.
HOW CAN I RIP MY OWN DVD+-R TO MPEG 2 IN ORDER TO EDIT IT WITH PINNACLE STUDIO 8 OR ANYTHING ELSE?
DOES CONVERTING VOB-> MPEG2 LOSE QUALITY?

Hello. Couple little things to get you on the right track.

That's cross-posting and its not allowed. Just choose one forum, post your question, and if it's in the wrong place a Mod will eventually move it for you.
- You have typed both posts in all capitals. That's considered shouting and something not generally liked in forums.

As to your questions, yes. You can "rip" your DVD to extract vobs and recreate the mpgs for editing and re-authoring. You just need to transfer (copy) the vobs back to your harddrive. (No need to actually rip as such as they are not encrypted.)
If you have an editing program that can accept vobs as input, you do it that way.
If not, some people just rename them from .vob to .mpg with success.
Or use VOBedit to pull the video and audio streams from them individually.
There should not be any decrease in quality simply from extracting the files. But, of course, there may be if you do any editing changes and re-render them.

1..Demux the VOB to a video file (M2V) and audio file.
2..If your audio file comes out as *.AC3 then convert it to a WAV file.
3..Take the video and audio files into your editor and edit away. If you want to have the ability to turn your subtitles "OFF", then do not do subtitles here.
4..When done editing, export the finished Mpeg2 video and audio back to your harddrive.
5..Take those new files into a DVD authoring program. Add the subtitiles here, so you can turn them on or off during playback.
6..When done authoring, burn it to a DVD-R.
