Adobe Encore might be the best choice.
Scenarist and DVD Maestro can do pretty much anything you can image but both cost a bit more than you're willing to spend and Maestro is no longer produced -

DVDSP 2.0 is built from Maestro technology they got since acquiring the Spruce products. So, for equivalents, I'd say Maestro is the closest in feature sets. And, NO, I don't think they'll ever port it back to PC.

So you're telling me that the menu was made from a template and that X-Men was authored on DVD Studio Pro? I find that very hard to believe.
If you're looking to make "fancy" menus, you should be taking a look at Adobe After Effects.
Don't knock Maestro unless you're familiar with its capabilities - DVD Lab and DVD Maestro are in two very different leagues.
