how can i put a 873,23MB svcd .mpg file onto a 700mb cd-r when my hp 9100 burner doesnt support overburn? is that file meant to fit on one cd-r?

You'd need a 90 min CD-R to fit that mpeg as SVCD. But as your burner doesn't support overburn (are you sure on that point?) it won't help you, since a 90 min CD-R requires you to enable overburn (a 90 min CD-R still reports being a 80 min CD-R).
