I don't think so. There are shareware, trialware and commercialware products available.
If you don't want to pay, the best you can do is download Mainconcept and use it in demo mode. It will work fully but embed a Mainconcept logo on one of the corners of the video.
If you want to buy an encoder, the best price is for CCE Basic edition (at about $60 or so). Tmpgenc is almost as much but much slower.The more I learn, the more I come to realize how little it is I know.
