PAL/NTSC and regions are unrelated. My standalone is region free, but has a hard time playing NTSC format DVD (It plays them jerky like).
No matter what TV system used on a DVD, it can have any (or none) region protection code.

  3. Hi,

I have a question. My dvd video plays on the toshiba sd21900 but not on the Philips dvdr75 or sampo players. It is NTSC and I thought all NTSC dvd videos play in all ntsc players

They do, all commercial pressed DVD-Rom disks do anyways. Not all consumer burnable media plays in all players however. If -R didnt work, try +r. If neither work, try another brand media. If no go, then too bad so sad. It's not a perfect science unfortunately.
