I am a new user of SVCD2DVD and have a problem. I start with three SVCD MPG files totaling 1.78GB. SVCD2DVD processes these files and creates new files totaling 1.71GB. When the DVD folder is created the VOBs total 2.7 GB. This is a gain of almost a full GB. Am I doing something wrong or is this to be expected?

No its not to be expected.
you should have the 3 _DVD.mpgs as stated but your VOBs should also be around this size.
You are only running it once? With only mpgs in the folder? And no VIDEO_TS folder already there?

I have rerun SVCD2DVD with the same result. The output DVD VTS is almost 1GB larger than the input. After scanning the output DVD I found that the input is duplicated but the duplication starts with the second input MPG. That's why the output is not twice as big as the input.
I should point out that I am processing two input SVCD MPG sets. In the author step I create two VTSs and separate the input MPGs. Both sets of input files are duplicated in the VTSs starting with the second input MPG. The first input MPG is not duplicated.
My input folder contains only the input SVCD MPGs and the _DVDs created by SVCD2DVD.
Any insight you may provide will be appreciated. -
This could be from the audio getting uncompressed.
SVCD audio is very compressed (usually). I don't think consumer level DVD authoring tools offer any audio compression, so you can see a large (up to 600MB I think) increase in size.

OK, I think I have identified either an incompatibility or a bug in SVCD2DVD.
I have processed the original SVCD MPGs four(4) time using various forms of input with the same files. The result is the same each time. The second and third input MPGs are duplicated in the DVD VTS output. The input SVCD MPGs are direct output from DVDx 2.2.
Thinking there might be some incompatibility with direct DVDx 2.2 SVCD output I decided to rip the MPGs from CD. I ripped all three MPGs using ISOBuster. Files 1 and 3 were exactly the same size as the direct output from DVDx 2.2. But file 2 was 23 bytes smaller. All three files were input to SVCD2DVD and the output was AOK. There appears to be some sort of problem with the second MPG out from DVDx 2.2. This is not an isolated instance as another set of MPGs also produced the same result.
So for now the solution is to use only ripped MPGs as input to SVCD2DVD.
I don't know how the author of SVCD2DVD will handle this problem. It would be nice if he could come up with a fix since there are instances where using direct output from DVDx 2.2 would be most advantageous.
Researching this problem identified another change to SVCD2DVD that would be very nice. Provide the capability to create the DVD VTS folder with _DVD files that have already been created so it is not necessary to go through the DeMuxing/ReMuxing process all over. This would provide an easier way to recreate the DVD VTS folder if you wanted to change the menu for some reason or wanted to change the makeup of a DVD. Just something for the author to think about. -
