IS there anyway i could add subs to a mpeg file (vcds or svcd), permanent though.

To open svcd you need a mpeg2 codec like PowerDVD installed...or use latest tmpgenc plus or use dvd2avi and frameserve.
You can also use virtualdub-mpeg2-ac3 with the vobsub and frameserve to a mpeg encoder like tmpgenc.

And remember that adding permanent subs requires that you reeencode the video(=lose some video quality).
