I´ve been using DVD2SVCD and CCE software and making some test disc with XSVCD @ 720 X 480, my questions are:
1. When i do the "resize to :dvd 720x 480" selection, the video is actually resized or that´s ignored cause the source is a DVD at 720 x480?
2 For a future SVCD2DVD encoding, i will not have to resize the video or do i???

If the source and output resolution are the same then no, nothing will be resized. I assume DVD2SVCD will still crop the letterboxing and add the borders back in (an encoding technique to save bitrate) but this won't affect the visible picture. So no, nothing is being resized.
