Can a dvd compliant Pal clip and an ntsc clip be authored onto the same dvd disc?

Well you can't have PAL and NTSC on the same volume. So you'd have to use a double sided cdr (dvd-10.) I'm not sure whether the second layer on a DVD-9 would be considered a second volume, but I don't think so. So basically as far as you are concerned, unless you are using double sided media, the answer is no. But that is just what the standard says. Lots of software will let you do it and I doubt there are very many players out there that wouldn't be able to play them properly assuming the player supports both PAL and NTSC decoding.

Every time I make a stupid mistake, I write it down in my video notebook. This was one of them. Even if the authoring program allows it, the players won't (not even computer software players).

Yes it can.
I have used DVD Shrink version 3 beta 5, using re-author mode to make a disc with a PAL movie and a NTSC movie on it.

Just for clarification, yes you can do it but its not going to be compliant. Whether it plays correctly or at all will depend entirely on your equipment.
