  1. First off I'm using Sonic Foundry's Vegas 4 to do everything.
    I'm in the US and my original material is all NTSC.
    I had some very rare Promo VHS tapes I needed on DVD.
    I copied my VHS master to MiniDV tape first.
    I captured the MiniDV tape with Vegas Video 4’s capture utility.
    Did all of my editing as usual.
    I rendered the final product to a NTSC AVI file.
    I encoded the new AVI to a MPEG-2 file, burned to DVD, everything looked perfect.
    I then tried to covert the AVI to PAL for a friend in Europe.
    I got some very bad results.
    I changed the project properties from NTSC DV to PAL DV in Vegas.
    I then rendered to a PAL MPEG-2 DVD compliant file.
    I get horizontal lines during motion scence.

    In the past Vegas never gave me any problems going from NTSC to PAL.
    Granted it takes about 24 hours to convert a 2 hour movie, however the results are usually perfection.
    In the past everything I converted from NTSC to PAL was either from Laserdisc, Satellite TV, or something I shot on my MiniDV camera. I don't know if my new problem is because it's from old VHS tapes or not.

    The new PAL video has horrible lines during any motion.
    I was thinking of rendering my NTSC AVI file to a new PAL AVI file before I go to MPEG-2.
    Would changing my Field Order to Progressive scan help?
    It’s currently set to lower field first.
    Or would changing my Deinterlace method be wise?
    It’s currently at none, but could be changed to blend fields or Interpolate fields.

    if the VHS material is teleclined (i.e. 24fps film that's teleclined up to 29.97 fps for TV viewing) then you need to do an IVTC and speed up to 25fps for PAL.

    If your VHS material is pure interlaced then you don't want to IVTC. try setting your field order to top first. that is the analoigue standard, with bottom field being the DV standard.
