    So I have:
16:9 TV with RGB SCART input.
    Freeview box with SCART in/out
PAL VCR with NTSC playback and NTSC VCR
Recently purchased PAL DVD Recorder with NTSC playback.

If I connect the PAL VCR to the TV, I can view NTSC videos without a problem.
If I connect the PAL VCR through the freeview box, I can view NTSC videos without a problem.
But if I connect the PAL VCR through the DVD recorder (which I want to do due to a lack of SCART sockets) the NTSC video playback is odd. I basically see the 525 lines of the NTSC at the top of the screen and 100 lines of random rubbish at the bottom.
I also see this if I connect an NTSC video via the DVD recorder.

I've looked through the forums, and found B/W problems, green screen issues, line/stripe issues. But I can't find anything like this. The NTSC video is clear and without lines, stripes or colour problems.

Does anyone have an idea how I can correct this problem ( aside from putting a bit of paper at the bottom of the screen to cover up the flickering bottom 100 lines? )

Is this a composite/RGB SCART type issue?

The TV is a electronics outlets own brand Widescreen.
The VCR is an LG, and the DVD recorder is an LG RH188S

Thanks in advance for the help.

The key is in the PAL recorder. Since it is a PAL recorder, it is likely not expecting or accepting an NTSC input. Verify in the manual or from the manufacturer whether or not the recorder can accept an NTSC input...I expect not.

Thanks for the answer Krispy Kritter.
I hadn't really considered that, I imagined that an SCART through would just be that and not touched in any way ( the way it happens with my digital TV box ) It makes sense however that a recorder will be expecting to record what it has on the inputs and so does not just 'pass them through'
It seems I'll have to get a refund and try again with a different recorder.

If the recorder is in standby mode it should just pass the NTSC signal without affecting it in any way. It is only when the recorder is active it will affect the signal.
