How can I make a SVCD in "Slow Motion"???

I capture my video from Hi8 Tapes, and I then edit it using Ulead Video Studio. Does anyone know how I can make a movie in slow motion. I want to put it on a SVCD

I use ulead all the time and it has a setting, just double click your video you have inserted and under video effects you can choose the speed of your captured shot, from 1% to 200% by changing at one percent at a time, remember if you slow it down it will extend the length of your shot. like the setting between 50-70% its makes a nice smooth slow mo shot.
