Doing a .mov ->DVD the audio was garbled and out of sync. The original .mov was ~20G and the encoding bitrate around 3500. using high bitrate DVD presetting. It generated the approporiate m2v and .wav, then the mp2, and then mpg and .img. Everything seemed fine. I did change the frame rate from NTSC Film to NTSC 29.97 fps as the original was from standard VHS. The DVD was made with all of the appropriate files.

I checked the original dv's and they are garbled. I think the question is answered. I had actually digitized through a dazzle device a rented video that my wife wanted to see. However, she wanted a DVD. I have forgotten that these videos have Macrovision protection. I tried another old purchased vhs tape and dv sounded fine. Sorry for the post. I will leave this on here incase anyone else runs into the same problem.
