You have to make your own template and set to "Progressive Source" I have no more audio sync problem.

ATI template's are set to Encode Interlaced. I just made my own template and changed Encode Interlaced under De-Interlacing options to Progressive Source and the audio is now fixed.
The problem i was having was I could not edit the MPEG 2 file with out having audio sync problem's ATI or windows media player would play it back fine but once you edit the file the audio is way out of sync. The only way to fix this file is to encode the MPEG 2 file with TMPG wizard once you encode the file again then you can edit the file. But to fix this problem just set all MPEG 2 file's to Progressive Source. And all will be happy not thanks to ATI for there help they make a upgrade that mess's up your setting's -
One more thing to record with Encode Interlaced and DE-Interlace uncheck "inverse 3.2 Pulldown" only have it check in Progressive Source.

One last thing after try out Encode Interlaced and DE-Interlace and also uncheck "inverse 3.2 Pulldown". Progressive Source soudn is now out of sync i fixed it again by uncheck "inverse 3.2 Pulldown". But the first time when I just set it to Progressive Source and had check "inverse 3.2 Pulldown" it was working fine after playing with the other two setting's Progressive Source now has to be uncheck "inverse 3.2 Pulldown" as well.
