I have a DVDR 105 and that I can write on most DVDs at 4x even cheap ones but this new DVDR 106 even with the Bios updates and before the update I cannot get it to write at faster than 1x... . What is the issue ? It is on the secondary IDE.

Try enabling DMA...
Go to control panel
System
Hardware Tab
Device Manager
Then open your secondary IDE controller, and make sure DMA is enabled
