What program are we talking about?
    Hello.

  3. I don't know what program you're talking about, but it sounds like this could be a feature to convert DVD subtitles into regular closed captioning.

Closed captions are enbedded into NTSC video signals using line 21 of the vertical interval (there are approx 40 lines in the vertical interval; if you ever see a black bar at the top of the screen with white dots moving; that's the vertical interval).

If you tell us the name of the program and where you see this, we may be able to help you further.

The programme is Maestro, BTW I am working with PAL.

  5. I think the Closed Caption format is for NTSC only. I believe that Teletext is used for PAL. I could be wrong though.

    non-linear,

you are correct. NTSC has line21 closed-captions while PAL has the more advanced, but unfortunately higher bandwidth teletext. It's high enough and complex enough that it was considered too complex for DVD's consumer hardware when the spec was formalized. Therefore, PAL just uses DVD-formatted subtitle/subpictures.

Maestro, BTW, doesn't do subtitle-->closed-caption conversion, if that's what you were thinking. It does accept line21 data as a specifically formatted text file IIRC.
