Is it possible to cut off (like in Vdub) ads (certain period of times) from PVA streams and then join the cutted pieces into one again to reencode it by DVD2SVCD into SVCD? It's important that this tool can't be buggy - fully compliant with standards (synth issues).
I want to do it by DVD2SVCD because I have heard that it's faster because it works in YUV mode, and VirtualDub works in RGB mode.

Load your file into TMPG and use the "Source Range" function to crop out bits you don't want and then encode the rest in the normal way with TMPG to SVCD (although I would recommend CVD as it's DVD compliant). Doing it this way, TMPG is the only programme you'll need.
