i got a mpg2 file. ive checked it with bitrate viewer and it says average of 2400 and max is at 2900
so i set up tmpg to convert to full dvd using CQ = 75 and max = 3000 min = 300
thing is im getting block noise that isnt ther eon the original.
even tho my max bitrate setting is pretty high im still gettting noise in higher motion scenes,
any ideas guys?

Here's an idea, don't convert.
There are several guides on putting SVCD video onto DVD, plus a tool (SVCD2DVDMPG) specifically designed to help with this. Most DVD players will handle this OK even though it is not fully DVD compliant. Give it a try.
