Does anyone have any XSVCD templates for tmpgenc that they use? I cannot seem to understand what different settings in tmpgenc would create a XSVCD.
Would this be the best format available for converting high quality DV firewire captures?

The NTSC SVCD standard calls for 480x480 video=2520kbit/s and audio=224kbit/s. Change any of these, and you'll have an xSVCD. Doesn't mean better just non-standard.
Most DVD players have a max bitrate of ~2800kbit/s total so the standard SVCD template should be ok. You can get ~36-38min of video on an 80min CDR.
Normally when people speak of making xSVCDs they either raise the resolution to 720x480 or LOWER the bitrate to get more movie on each disc. -
DVD's are about 9800 kbit/s. How are these players able to handle the higher rates on dvds? Is that because of higher data transfer rate from the disc?

Yes, because of the higher density of data per sector on a DVD, spin for spin they are able to read much more data than CDs.

So that implies that the best quality from a CDR is limited to about 2500kb/s, depending on the dvd-player. At that bitrate, a VCD or a SVCD or a xSVCD(720x480) might have roughly equivalent picture quality. Of course, people seem to find differences between mpeg1 & mpeg2 depending on the amount of motion in the scenes.
My Hitachi 415 "supposedly" supports xvcd and xsvcd. I have successfully tried CD-RWs VCD & SVCD at about 2400kb/s. I will try increasing the bitrate and also try xSVCD to see if I get any better pic quality.
Thanks.
