I've made several VCD's using Vegas Video's NTSC VCD template to encode mpg's and avi's then Nero for the burn. The picture quality varies from clip to clip.
I was just wondering what some of you more experienced folks think of this procedure. Am I encoding twice? First with Vegas and then when I burn With Nero?

If you're creating VCD compliant MPG's with Vegas, then no Nero is NOT encoding a second time. It's just generating the rest of the files/folders necessary so that a set-top box can play the VCD.
