I just ripped a DVD copy of shaolin soccer which is a hong kong flick in Chinese. It has english subtitles but you have to activate them.
I want the subtitles to always be on. (auto play with subtitles on.)
I used SmartRipper and deleted all the unwanted VOB's to just have the movie only and needed Ifo's.

I haven't tried this so I'm not positive it will work, but I think it will.
Open up the ifo file your movie in IFOEdit. Under Title Set (Movie)Attributes it will list all of your video, audio, and subtitle (Subpicture) streams. Find the subtitle you want to be forced and double click on it. Under Coding Caption set it to forced caption. Now hit save and overwrite your old IFO.

Turning Subtitles On by Default
8/1/2003 Update: You must also set your default subtitle language on your standalone DVD Player.
Use Smartripper to rip DVD movie to harddrive. Use IFOedit 95 to edit the VTS_01_0.IFO file. You may need PowerDVD to test out files before burning to disc.
Note: Assumption is made in this guide the you have already used IFOedit to strip unwanted audio and subs (movie only). We are dealing with the VTS_01_0.IFO which IFOedit has outputed from VOB Extras. }-- 1 video stream, 1 audio stream, 1 subpicture stream}--

1. In VTS_01_0.IFO/VTS Overview/ Title Set (Movie) attributes section, we need to find out which Subtitle we want turned on. Double left click on Subpicture and select/ok language type: English
Reference Example: Subpictures 1: English (2bit rtl ) (ID:0x24, 0x25, 0x23)

2. Go to /VTS_PGCITI/VTS_PGC_1/PGC Command Table, and select the following option below which describes your pre commands.
There will be a line within saying "There is no PGC Command Table." Right-click on text and select "Add PreCommand".

3. You will have a new pre command called " 1. pre command " Double left click on this new pre command line and you will be presented with your HexEdit Module window. In our example, substitute "c0" with the hex value. Edit the hex value as follows. Press OK
OLD > Pre Command...NOP.....................................[00 00 00 00 00 00 00 00]
NEW > Pre Command...00......................................[51 00 00 00 c0 00 00 00]

4. Right click on " 1. pre command " and select " insert command " this will make another pre command and turn the one you just edited into a " (SetSTN) "
Now delete the pre command you just inserted/made so you have only the pre command that you edited and auto renamed to (SetSTN) Set Subpicture Stream: 0 (Off) [51 00 00 00 c0 00 00 00]

5. OPTIONAL: If you want your subtitle permanently ON and your subpictures button on our remote disabled, just go to your /VTS_PGCITI/VTS_PGC_1/Prohibited user operations and double click in section. Check "Subpicture Stream Change" and press OK

6. Save VTS_01_0.IFO

7. Get VTS Sectors for VTS_01_0.IFO and VIDEO_TS.IFO and save.

8. Test newly created files out with PowerDVD before burning to disc.
