    Probably.
Do you have GSPOT ?(to determine whether you have or need certain codec)

And do not forget the quote from the Newbie Articles
If you get an error message when opening like file unsupported or can not open or is not supported or you get an empty(black) video preview window or the video look wierd in the video preview window like green or purple or pink
Try first to change the directshow codec reader priority settings in TMPGEnc under Option->Environmental settings->VFAPI plug-in and right click on the DirectShow Multimedia File Reader and increase the priority to 1 or 2 or to the top of plugin-list and try open the video.
If that does not help be sure that you have installed DivX or XviD or MPG2 or DV Codecs, read here how to identify what codecs you need.

Did you check the Direct Show priorities? My quote says you should, but no mention of your results when you tried it.

  8. Try uninstalling and then reinstalling tmpgenc, I used to get the p3package.dll error until I did this.
    If it's wet, drink it

  9. If you can't open the file in gspot it may not be a valid avi file. What happens when you try to open it? You can also try avicodec to see what kind of codecs you need. It's listed in the video players part of the tools section. Try to open your file in virtual dub. If you get any error messages let us know what they are.
