The compatibility guide says that the RV31 can play SVCD. Does any Panasonic play SVCD?

Yes, Panasonic model RV31 and up all the way to RP91 can play SVCD, I tested it awhile back. However, they would only play at a reduce bitrate similar to the Pioneer, which only play SVCD at or below 2500 kbs. This means it won't play high bitrate xSVCD either. JVC are the same, Sony even worst.
If you want to stay with brand name, Hitachi 415U is a better choice. Tested (x)VCD, (x)SVCD, on all kinds of CD-R/RW,with bitrate up to 3800kbs, and they all worked. Plus it has MP3 decode.
